Anastasiadate.com is not exactly a scam site, but they are more in the business of selling tours and gift packages than in actually connecting western men and eastern european women. I will bet almost no one here has actually met someone through Anastasia. Personally I have met women through Elena's Models, Mamba and Lucky Lovers. I would stick with Mamba and LL, especially as LL is focused on girls with some level of English and want to meet westerners. But in Mamba there are so many women that it is not hard to find someone for fun.

Lugansk is famous for scam artists. I don't know why, but it is. I don't bother with women from there.

In Lugansk there are many cafes and restaurants that have WiFi, your iPad should work in East Ukraine no problem, if your iPad has a USB port, you can purchase a 3g modem, stick a MTC sim card in the modem and you'll have your internet anywhere in the country.

Travelling to Lugansk without any knowledge of Russian (or Ukranian) is a waste of time. There is no device that will translate English into Russian, beyond simple words and phrases. And even if there were, it's useless to you if you don't understand the Cyrillic alphabet.

Seriously, if you live in New York, take the ride out to "Little Odessa" and have a look around. Do some shopping, have a meal in a restaurant and see how you feel. If it feels comfortable to you, then you might have a chance in Lugansk.

You've been hanging out in Manhattan too much. Take a trip out to Brighton Beach sometime. Of course, you won't find anyone wearing a t-shirt with "I love Lugansk", but you might find one that reads, "Люблю Луганск"

I am no expert but I do know that there is a whole industry that preys on the loneliness of the older western male. Perhaps do a little research on the dating industry in Russia. A quick search came up with this for starters.
