In the USA, the Russian Embassy and its Consulates on longer accept visa applications. All visa applications must be processed through a 3rd party, typically a travel agency, as Jake has suggested, which has been approved by the Embassy / Consulate. Depending on what city you live in, and which Consulate you apply to, you may have to go through a different agency.

For me the process was painless with no use of an agency or tourist/travel invitation. The hotel letter was enough.
