I believe that it is all of the above. Some come from the provinces and send their money home. What is the cost of the salons?

5000 roubles for an hour as far as I remember. The rooms are impressive, facilities clean and girls are great. Has always worked for me because you are dealing directly with the independent service provider (usually) and less subject to bait and switch.
