Not to be a dick, but the best way to deal with bait and switch is to just say 'no'. It's not ideal (especially if you have a case of blue balls) but you need to be patient and just say 'no' if the girl who shows up is not what you expected. Just call them back and say you don't like her. 9 times out of 10, they will find another one and send her over.

Yes, out of the question. Not to say that it's not possible. But you should be prepared for a very stern negative reply and perhaps even the suggestion that you are rude. It depends a lot on the time of year (weather). While it's not common, there are certainly girls available in some of the more seedy parts of town. If you go near any of the several train stations in Moscow you can see girls "hanging around". These girls are usually available for sex. The more traditional method has been the tochka on the side of the road, but that has become more of a rare occurrence in the past few years in Moscow as the police seem to frown on this sort of activity these days.
