My first million is about a million away, but for the sake of argument...

I'd chose a place based on:

* location, should be within "striking distance" of EE
* weather, should be "continental weather" but generally comfortable
* social circles, I wouldnt want to be the only millionaire in the area
* comfort of living, I'd want to live close to a major metropolis, but not necessarily a megapolis like London, New York or Paris

A good place to be a millionaire would be the US, but is too far away from the "action" in my opinion.

Asia would also be fun, but the pure congestion of the cities would drive me nuts, as would constantly being surrounded by a culture completely foreign to my own.

I havent been to SA, so I cant comment on that, even though living on a hacienda somewhere does sound appealing. SA is a bit too far from everything (EE) as well though.

Europe is probably the best option, due to proximity to EE and high standard of living, as well as cultural compatibility.

I wouldnt want to live in Russia and wouldnt want to live in Ukraine either, which is still politically unstable. If stability were granted, Kiev MIGHT be an option, as it is a very pleasant city. Odessa is too small for my taste and just a holiday destination for me.

As I stated before, Moscow girls are my favorite and Moscow is one of my favorite cities, but living there, even for the super rich, can be quite uncomfortable. One of my current gfs is a millionaire's daughter and lives outside of town in a mansion on Rubloevskoe Shosse, where many of Moscow's elite live. Life is good out there, but she is also about an hour's drive (although she never drives, she is driven) from the city center and complains all the time about how Moscow life can drag one down. Traffic is a nightmare in Moscow if you try to drive across town (as it is with most "mega-cities") and the weather is also not particularly nice. Add water supply problems (even for the super rich), hassle from the government and police and latent political uncertainty and you have a few reasons not to live there. The best reason to live there would be the social life, as Moscow does tend to breed a party atmosphere and encourage decadent behavior. The people are generally good in all social classes, at least that has been my experience.

Having an apartment, or just visiting from time to time, even a few weeks at a time, would be great... but living there? I don't think so.

So if I had to choose, it would be somewhere in Europe... just not sure exactly where. I think I'll worry about that when the first million rolls in...

Rating expensive cities:

These ratings are based on downtown office space prices, certain services, residential prices etc. and aren't really 100% accurate, but they do at least provide a general guideline. That said, there is seemingly no logical reason why some cities are ranked higher than others.

Ca_T: I like ODS a lot and can't wait to get back and just relax... am quite frankly a bit worried that ODS will get overrun with tourists however and just become another beach resort town ala Mallorca or Rimini with its groping tourists, lackluster service and annoying crowds of sun-happy revelers. See, people here open a store and they do not know when it is going to be closed down. They will try to screw you over for the maximum price for the limited time they are in business. The business plan extends to about 1 years here at tops.

As a small business owner, I think that the rates on offices and apartments are ridiculous. The average person who lives here makes about 550 dollars per month. That is less than my rent. To live here like a dignified human being, not a Russian with the explolding Rubin TV and sausage that is not made cat meat, it costs more than LA. The problem is- there is no Russian manufacturing! In the Far East 80% of things are imported from China. It will basically raise prices at a time when the PM said to the the money minister "Kus kino mat'".

I seriously think that when they make laws here they go- "how can we screw over the average Russian?"

I am suggesting that it may be based on the cost of living proportionate to the per capita income of the population and the basic monthly salary. Just a guess..
