Seriously, I think you can do better closer in to the center. Have you checked rates these days at the Western chains? I guess it depends on your budget. And don't forget about Korston. Plenty of WG handing about the lobby!
I did a quick scan on booking.com and here's what I found;.
President Hotel - $103.
Sheraton - $160.
StandArt Hotel - $168.
Sovietsky - $77 (This is actually a cool historic hotel and IMHO is under rated).
Golden Ring - $132.
Peking Hotel - $79.
All of these hotels are girl friendly and are well located. Forget Cosmos.

I was in Moscow last August and if you want to find working girls you can go to a taxi driver and ask him to take you to a "tocka". These are areas where 5-10 girls are located next to the street. The price for the whole night is around 15000 rubles and if you are lucky you can find good girls. I also payed the taxi driver 1500 rubles for the ride. The taxi driver told me that in the last years tockas have deteriorated and in the past you had much bigger selection of girls. Hope I have helped.
