Seriously, I think you can do better closer in to the center. Have you checked rates these days at the Western chains? I guess it depends on your budget. And don't forget about Korston. Plenty of WG handing about the lobby!

I did a quick scan on booking.com and here's what I found;.

President Hotel - $103.

Sheraton - $160.

StandArt Hotel - $168.

Sovietsky - $77 (This is actually a cool historic hotel and IMHO is under rated).

Golden Ring - $132.

Peking Hotel - $79.

All of these hotels are girl friendly and are well located. Forget Cosmos.

The best way is to get Rubles out of an ATM from any major bank. It is better than money exchanges.

After that, there are money exchanges all over the center of Moscow. The trick is to find one where the buy rate and sell rate are close but without an additional transaction fee. There are plenty, but place that charges a fee won't tell you until you are commited to the deal. If you speak Russian well you can ask them or read the fine print posted on the wall inside most of these places. Absolutely DO NOT use the exchanges at the airport.

I was in Moscow last August and if you want to find working girls you can go to a taxi driver and ask him to take you to a "tocka". These are areas where 5-10 girls are located next to the street. The price for the whole night is around 15000 rubles and if you are lucky you can find good girls. I also payed the taxi driver 1500 rubles for the ride. The taxi driver told me that in the last years tockas have deteriorated and in the past you had much bigger selection of girls. Hope I have helped.

Tochkas. How nostalgic. The first (and only) time I visited a Tochka was back 2006 when they were already in decline. Still, there were at least a dozen to chose from. All shapes, sizes and ethnicities. Oh, those were the days. Sigh.

I never felt unsafe in this city. I am talking about 2 clubs that are located in the city center, therefore, clean and almost safe area.

If you don't feel confident in Moscow, then I recommend Vanilla. It is located at 20 meters from New Arbat, a large and modern avenue.

I've checked out the independents on RusDosug and have noticed some really hot providers but they don't speak English. Is it at all possible for a non Russian speaker to session these babes?

In the upper right hand corner, you will see "RUS EN DE. These buttons mean "Russian English German".

If you click the EN for English, you will see providers who either speak english or have someone who can arrange an appointment in English.
