Visited SPB last month. Although great city to visit but in turns of mongering it may be very tiresome if you don't know Russian.

So my one day was lost without any action.

He provided me a guy with car who knew Russian very well.

The quality in Peter is certainly going to at least match the other two places you ask about, if not exceed.
