I'd say the CDS is really the wrong part of Spain for what you want. Didn't used to be. Now I have read on some Spanish forums that Malaga City council have set up a large amount of surveillance cameras in the area. As I understand, it is to secure the businesses in the area, not to chase of the Ses and their clients.
