Seranda is pretty safe place. The prices are fixed. For a foreigner I think it is the safest place. Entrance fee 35 (40 in weekends) including free first drink. You can spend some time over there and talk to a girl you like on the dance floor. Prices are 150 for one pop, 200 for two pops "in an hour", not two hours. You go up in the hotel 80YTL for short visit :P . You should add few tips to the bill, like consierge, condoms (5ytl each) which should be around sum of 10-30. If you are a foreigner the prices might change a little (which I haven't seen, but I am not a foreigner). The girls are 5-7 (sometimes more).

Another place is Bacardi (which is on the main street), the girls start from 250, entrance is free.
