Right now the very best way is cash and at the currency exchange booths. These booths give you the best rate and you should shop around. They post their rates by the kiosk, the best rates are in the center of the city. Bank rates are much lower since they must stay close of the Central Bank / Interbank rate so I would not advise using it. The same now goes for credit and bank cards. Since I am a regular customer, I have fewer concerns about any scams but I do count and check the money when I leave. Unless you know your counterpart well, stick with the exchange kiosks.

As far as 30 to 50 Euro in Germany, that is for 30 minutes. I've seen some of the 30 Euro girls and wouldn't take them if you paid me.
