This is the insurance I've been using for years in Europe. It is by Allianz, the largest insurance company in Europe.
I just called them, and they said covid-19 is covered. They also said it does not cover preventive medicine, meaning that if you don't have symptom but want to be tested, the test is not covered.
Read the whole page above. It is for any nationals and is effective worldwide except your home country. For the USA and Canada you need to pay more.
You might want to call them for yourself to make sure.

If people get sent back its because they didn't have the insurance.
Now a days if a border guard ask about if there is money on card, I'm sure all can show it via mobilebanks that there is money on the card.
I have now entered and exited Ukrain last 10 years more than 150 Time, both by Air and Road.
Only thing I been asked about money couple of times when I go in was if I had more then 10.000 EURO (one time I Had 5000 In total 4 different currency and some money I even forgot I had, that made some funny situation in the room with 3 guards.
And most of the times I show them what UAH I have and else I say creditcards. And then no other questions.
When leaving I also been asked couple of times if I have more then 10.000 EUR.

Regarding money, it depends on border guard. I was once grilled by two border guards in Britain. Not sure what set them off, maybe still angry about the American Revolution 200 years ago, but I had to go to an ATM and show my account balance. It was large, and upon seeing the amount, they immediately became very deferential. All border guards everywhere have the right to investigate your finances like this. With tensions running high right now because of covid hysteria and economic crises everywhere, I would not advise being unnecessarily confrontational.

That's the number to call, I believe, when you encounter corruption in Ukraine. I think I heard about this recently. It sounds useful, or let's hope it is.

The insurance in PDF is enough as long as you can prove it real.
The money issue.
I not heard anyone been asked about this the last many years.
If border controls should ask just show them the creditcard and if they ask how mush is one just say enough.
They need to have very big reasons to investigate this.
The first borderguard you meet in the box can not deny you entry they will need escalate it and call an superior if they feel something is wrong.
In these cases if they should come just stand your ground and maybe have the corruption linie number ready and call them and say you feel they asking for bribes to let you in.

Posts: 242Rumor is that border control requires printed insurance policy document. So if you buy on the internet and then get a PDF policy document sent to you, you need to print this document on paper before arriving in Ukraine. It might also be a good idea to have a few thousand $ or € currency on hand, in case they are more strict than usual about the requirement for tourists to show adequate funds. Technically, you are allowed to show funds using an ATM machine, but that's one more thing to go wrong, such as if the machine is broken.

This is the Lviv Airport statement about insurance. English translation follows the Ukrainian version.

Posts: 242https://eurotravelins.com.ua includes covid-19 coverage and allows online purchase. Info avail in English. Quoted me cost of 384 UAH (about $15) for 59 yo foreigner for 21 days. I didn't go through with the purchase yet myself. This site is supposedly being recommended by the Lviv airport. Policy wording does not yet show covid-19 coverage, so you have to request by email for a confirmation letter about covid-19. After July 1, policy wording should be updated, so no need for confirmation letter.

Posts: 242UIA cancelled all July flights from Spain, so I submitted request for promo code to use next year and purchased a new ticket with RyanAir for July 10. Hopefully, insurance situation will be better understood by then. Flying from red zone, so I'll probably have to self-isolate 14 days.
