Leaving aside the precise definition of that top tier, and assuming there exists such a definition commonly accepted by the society, I would rather focus on perceived benefits of having one of those top tier trophies.

As emotional as I am, I still consider interaction with female objects of my desire as business activity somewhat similar to investment into mutual funds. There are different types. Money market, bonds, stock and other categories of investment funds. Different risks, long term performance, availability, et cetera.

Same applies to Kiev girls, and that is why I diversify my investments enjoying both: hourlies and long term rental girlfriends, having more than one of the latter.

For younger guys who want a family with children, and who can't afford to give up their career and move at least part-time to Ukraine, I recommend forgetting about Ukrainian women and instead look into sugar babies back where you came from. Avoid marriage and instead just get the girl pregnant then pay child support. If you think Ukraine escort websites are deceptive, wait until you try digging through seeking.com. But as in Ukraine, there are diamonds hidden in the garbage heap. If you dig long enough, you'll find one.

My experience is that plenty of average-looking young Ukrainian women are still very interested in being sponsored by foreign men. For example, girls at the dentist office, street markets, stores in the suburbs where only locals go. I can easily pass for a local based on looks, but as soon as I speak, my accent and intermediate level of Russian reveals that I'm a foreigner. Girls then ask where I am from. When I reply "American tourist", they become very excited. I attribute this excitement less to my nationality than to the following thought process: middle-aged single man in Kyiv = sex tourist; American = lots of money; intermediate Russian = planning on being here long-term; tourist = will conveniently disappear eventually, so no need to think too long-term; much older = easy to please.
