The legal issue in the USA Is whether a person pays for sex, or pays an entry fee for facility admission where sex may or may not occur. Paying admission is legal, and consensual sex between or among adults is legal. Where is the line crossed as to paying for sex?

That issue is less relevant in the United Kingdom, where paying for sex is legal, but its clubs have to straddle the line between being a brothel and not being a brothel, just like escorts who share a work flat do. It is subjective, but the fact that ladies are not available all the time at a certain location with a line-up (or are not advertised in that manner) would argue against a club being a brothel. The fact that much of the sex occurs at, or immediately following, scheduled events, also indicates that it is a legal club and not a brothel.

The same type of issue exists in Barcelona. Catalonia issues some true "brothel" licenses under its hotel statutes. But prostitution is decriminalized in Spain, and independents can share a facility and hire out services such as booking and cleaning. So if the form of the structure is respected, a group of independents are their own bosses, even if they are mostly 18-21 years old, and these "girl bosses" are not running afoul of working at an unlicensed brothel. The "shared private apartments" are generally respected as a group of independents working together, and each of them have their own unique phone number. But they can't cross the line into operating as a brothel, even though it might look somewhat similar to a brothel to the naked eye.

Whether it is the United States, the United Kingdom, or Spain, there is a grey area of legality that most sex work occurs inside. Ok so I read the thread and what a bunch of BS. Everyone spreading misinformation. OP talked about a MASSAGE PARLOR being raided.
