I was in Sharm el Sheikh in 2021, and the city was just reopenning from the coronavirus lock down. The Russian tourists were staying away until the summer of 2021, so I would think some of the blonde Russian girls coming off the planes were working girls who are trying to earn some money in town. I don't know how the city is now, but there was no action back in 2021, and only about a dozen hotels were open. These hotels all had some equity in a private beach and I was able to see some quite nice Russian tourists, but I don't speak Russian and wasn't able to even strike up a conversation. As for finding a madam who can provide girls, I don't know of any, but there likely is one or two in town. They would be hard to find as a foreigner and you would need a trusted local to get you connected since the clients would be local Egyptian and other Arab workers.

If you just landed in Egypt and don't know where to start I suggest going to nightclubs and talking to the girls, get some phone numbers and ask them if they know any good apartments that allow guests. Try tinder, there are some girls working there or you might even get a date. Try snapcht, some club promoters send apartment agents advertise on that app. Don't trust them but they can definitely give you some leads if you are desperate.
