    Yes, there is a lot of criminality especially in certain parts of Kampala and you should stay out of the poorer parts of Kampala (slums etc) and the downtown area when there are political demonstrations. Thieves will target only certain people, for instance those who take a lot of money out of a bank and then go on public transport (one of those Matatus or taxi vans). And you should take care after dark. You can arrange for a special hire (these are taxis that hang around junctions. The drivers will solicit you as you walk past).
