Uganda is fine. Use some caution but I wouldn't worry to much. It's not like you are going to Somalia. Uganda is a great country, relax and enjoy it.

The USA (and UK) warning was about a specific threat and for about a week there was a significant security presence downtown Kampala. This has since died down. But frankly, if this kind of thing worries you, you should really stay away from the whole of East Africa and West Africa as well as many other places around the world too because terrorism is a world-wide issue.

Yes, there is a lot of criminality especially in certain parts of Kampala and you should stay out of the poorer parts of Kampala (slums etc) and the downtown area when there are political demonstrations. Thieves will target only certain people, for instance those who take a lot of money out of a bank and then go on public transport (one of those Matatus or taxi vans). And you should take care after dark. You can arrange for a special hire (these are taxis that hang around junctions. The drivers will solicit you as you walk past).

But there is no need to lock yourself away from the world in your hotel room. And why you would want to hang around the border with the DRC alone beats me. I can point to many places in locations where you have hung out (parts of New York, for instance) or certain locations in Southern Thailand where there is religious unrest or parts of Mindanao in Philippines where you are highly likely to be kidnapped but this does not make Bangkok or Angeles unduly unsafe.

Use your head. When you meet your online lady, do so in a public place and don't reveal your hotel location just in case you don't like what you see or you are unsure about her. This is one of the big problems I have with ladies in Uganda. Even if you don't sleep with them straight away but especially if you do, they will stick to you like glue and don't take no for an answer. This can make life difficult if you reside in Uganda and they find out where you live or work and create problems with your family or your boss / colleagues. But this should not bother you as you won't be living here and presumably won't have colleagues or family accompanying you.
