Posts: 64Holiday Express is in Luwum Street and behind Luwum street is a hardcore area for prostition where a cop emptied 2 magazines with is AK killing a few people because a prostitute had robbed him. Now as far as I know police wear several types of uniform. The one you mention is according to my Ugandan friends definately a cop uniform. They are the ones that are patroling around that area and I have talked to them once. They are definately up to no good in that area.
There is an alley between Luwum street and that prostition area, where in the evening hookers are doing it just in that alley. Cops now that and shake down a lot of Ugandans that way. I think you were unlucky to meet them and they tried you on and you were unlucky to have a bad attitude *****. On the other hand 70 000 is probably not a lot to you. But bear in mind that these people only make around 100 000. When I stayed in Holiday Express. It was security who phoned my room to see whether I was ok and only then did they release the girl.

Clearly I was played, but it wasn't by a security guard. I said "Federal police" in my original post, which I shouldn't have be / see I don't know what police force it was. It was blue camouflage is all I really know, and that they walked me to the police station just a couple blocks north of Holiday Express. I left out further police-related fact: while I was being interrogated by the first police, an open-back truck of 10 or so similarly dressed officers drove past and they spoke with the officer who was extorting me. There must have been some sort of concentration on this area of town this date or something. Another fact omitted was that the police officer also interrogated the girl, since she didn't have identity documents, but she convinced him she was Ugandan (and clearly she wouldn't have been tricked by a hotel security guard posing as police either).

Uniforms. Who wear blue uniforms are the watchmen (private guardians). Even cheap hotels have a watchman.
At night, many shops also have.
In your post you state he was a federal police officer. In Uganda there is no FEDERAL police. Very probably.
You were played by the watchman. He was on duty and intimidated you and tokk advantage.

Posts: 3Trouble report and police extortion
This is my first report, after a couple years of reading. Unfortunately, it isn't a positive report, but I am sharing to help others.
I met a pro at Capital Pub (never really knew her name). No papers (I know, I know.) Probably 25-30. Pretty face, spiky hair (wig) , nice ass, small tits, nice big nipples (which she showed me in Capital Pub). Left with her on boda. Arrived at my hotel, Holiday Express, at around midnight. As we were walking towards the hotel front door, a federal police officer stopped us. Blue camoflauge, AK / 47. He was obscured from view in a door well, so I didn't see him until he put his AK-47 across my walking path. He asked me with lots of hostility in English,"Who is this one?" I stammered something about her being my friend. The girl was immediately hostile towards the police officer, saying things like,"What have we done? We have broken no laws." but with great attitude. I was scared shitless and trying to cooperate (given my situation at home and the fact that my international flight left the next day). The police officer said prostitution is illegal. We both responded with surprise and she with anger (well feigned, I must say). He saw we were walking closely and that we had just met, though, so he knew the score.
I had left my passport in my room (less than 100 feet away) but he wouldn't let me get it and only had my drivers license for I'd. This too caused a problem. After some chitchat, he declared that he was arresting me for prostitution and I think failure to have passport. At this point it was unclear what he was going to do with the girl. We started the short walk to the police station, with my life at home flashing before my eyes. The girl was greatly annoying the police officer at this point, so I asked her to give us privacy (which greatly annoyed her).
I then started the typical,"We are men. We should be able to resolve issues without our bosses. We are men. Let me apologize to you for taking your time and not understanding your culture better. It is my responsibility to know your culture and laws and I apologize if I have offended you. I would like to resolve this with you now, so I can go back to my hotel and sleep and get to the airport." We negotiated 70, 000 (about $30 US) , with him specifying that I couldn't meet up with the girl (she was at this point a couple hundred feet behind). I agreed-this really took the wind out of my sails and I had no remaining interest in the girl anyway. I started walking away.
I didn't get far before the girl caught up, saying,"Man, Man (she apparently didn't know my name either) , you didn't tell me you were leaving." I said something like,"I am sorry, but I can't see you. I will be arrested again. I can't be with you. The police officer won't allow it." She started freaking out, demanding payment and private taxi fare, etc. I kept walking (the cop was watching for all I knew). She showed her true demon self at this point, indicating,"I will make big trouble for you. You will not disrespect me." I handed her 5, 000 (we had just taken a 4, 000 boda ride from Capital, so this would get her back) and tried to distance myself. She demanded private fare and more money. I (foolishly) started running. I was scared that the cop would see me with her and really bust me.
She started yelling after me in local language and people started trying to stop me. I suspect she was telling them I robbed or abused her or something. Anyway, there were 2 other cops on the block-must have been some sort of round up on this block this night. Probably a good thing for me, given the local mob mentality. I saw the 2 cops right as people were starting to grab at me. The cops asked me,"what is the problem?" The evil girl caught up and spoke in local language, accusing me of something. They asked me what had happened again. I was truly in shock at this point and really seeing my home life flash before my eyes. I stammered something about,"I have no problem" and tried to wink at the evil girl to let her know I would make things right with her if she would withdraw her complaint. She said,"don't wink at me" and gave me the evil eye and demanded action from the police.
I realized I had to get away from her, so asked the officers if we could walk away. They said "sure, because you are under arrest for disturbing the peace among other things." We started walking back to the police station. I mostly came clean about the girl be / see I needed to explain why I was running from her. Fortunately, the cops believed me completely. But this time it cost me 100, 000 ($45 US) to avoid going to the police station. But I insisted that the escort me back to the hotel so I could avoid her and the crowd that saw this chase.
What a nightmare. Not sure what others can learn from this. I'm sure some ex pats could cite 12 errors that I made. I wouldn't mind some constructive feedback, but please no flamers.
Live and learn.
P. S. I have convinced myself that the evil girl would have become evil after sex and probably demanded as much in bribes as the cops did (course, I'd have had sex).

Recent visit to Kampala. Stayed at Speke hotel. Ask for 'repeat customer' discount and you will get $10 or $20 reduction in the overnight rate. I arrived in the late afternoon and showered & changed. First stop was the Rock Garden, an indoor / outdoor club connected to Speke. Mostly rough and tough aggressive types. One or two beauties by the bar already engaged. I had a beer and slipped over to the adjoining Indian restaurant for a bite.
I wandered across the street to the Sheraton. A swanky crowd of hotel patrons at the bar but perhaps a bit early for local talent? On my way out I met eyes with a tall local beauty who was on her cell phone. A shy smile from her, nothing more.
I moved back to Speke and sat at the tables immediately outside the front door. By the time my beer was in hand beauty from the Sheraton waltzed up and asked if she could join me. Sure! A few drinks later we were heading up the stairs for more private conversation. A couple of great days followed and visits to local but out of the way clubs that I would not otherwise have found.

That you can find and develop interesting and hot relations to local girls without ever thinking that this has something to do with prostitution (well it has, but that is another story).
