I was a bit puzzled by this as well. Why would they single out Dubai as a gateway into Nosy Be? Surely Paris would make more sense. Not mentioned is whether or not you can jump on a plane and get the fuck out of Hellville after arrival. I am not a big fan of Nosy Be, far prefer Tamatave and Tulear. I do not think I would bother with the costs and hassle of the trip if one was only allowed to go to NB but nowhere else.

I wish there was a way you could "buy" instant guanxi (connections). It would be great if for a modest fee, you could have a few names to throw around and a number or two to call that would get things done (avoid a lot of bureaucracy) and get scare goons off when they tried to mess with you.

Some of the mongers here are quite old and the crap that comes at you in Africa can't be good for your heart or health.

There's only two things detrimental to your health in Africa. Women and alcohol. The other stuff is pretty manageable. I've met very fit white guys in their 90's. Follow the stress avoidance strategies. Stay away from the hard core ladies of the night. Plenty of students or waitresses to shag with low maintenance, low stress level. Police. Have your papers in order. Always have the necessary legal or not so legal stamps in your passport. A lot of lazy drunk bums end up having constant troubles with chicas alcohol and police. Avoid doing any kind of business. Don't marry. Why would anybody sane marry in Africa. That's beyond me with a zillion of pussy available. Unless she's related to the president and offers tangible benefits. Equally dumb is to import a chica to your home country.
