Regarding SW and work visas.

Someone on this forum once said that if the SWs in Dubai leave, or they are significantly curtailed in numbers, the Dubai economy will collapse in minutes.

I think the Dubai government have the same view. They understand what makes the place tick and gives it a buzz, and I'm not talking about zero tax, or great modern architecture.

They've got real long term vision and they understand what causes legitimate business to invest in their country. They are unlikely to mess with this sex paradise they've created.

If the scene was ruined I would certainly not go there again, and I would recommend that my company not invest in Dubai Internet City.

Bravo11, I realize you are a senior member with an informative track record but from having spent the last two weeks poring over most of the posts on this board, dont appreciate your cynicism. I did read most of what was out there, but didnt find much information contrasting these two hotels in particular, in either section. There wasn't too much info. on the web either. And as JSF also mentioned, there wasn't anything recent (relevancy issue) on furnished apartments. Some of these reports are pretty dated so you will excuse my wanting something a little more up to date.

I realize from reading the posts that some newbies tend to ask pretty obvious questions but its not really fair to the rest of us to generalize.

Just registered on this forum, and read your report in another thread - Kenya. I, too, am an Indian born & bred in Kenya. I settled in the UK a few years ago, but visit Mombasa regularly. I will post my experiences on that thread soon, but do feel free to ask me anything about Mombasa before you go next.

Worf1972: I have no idea. Best would be no change. Worst... there will be a few around on employment visas, but it would be law of free market: same demand, small supply = high costs. Just have to wait and see.

It does make sense to hire an apartment rather then a hotel. The Rolla Residence, Al Hina Hotel Apartments, London Crown Hotel Apartments and all in the vicinity and offer good value for money. Also they are girl friendly.

Thanks mate. I believe very little has been written about the advantages of the Hotel apartments as opposed to the Hotels. I believe the Hotel apartments offer good services at almost half the rates that the Hotels charge. The only trick is to find the Apartments which are guest friendly. In that area only forum members, who have actually patronised these apartments, can shed some light.

After I read a lot about the hotels and frinlyness I decided to stay in the Mövenpick hope the dicission was right :-)

It has been a couple of months since my last visit to Dubai but I have been following up on everyone's reports with great interest and keeping myself abreast with teh scene in Dubai. My boss has finally asked me to make another trip to Dubai and I agreed with great reluctance on the face of it but with complete joy and ectasy inside. Has anyone stayed at some of the hotels right in themiddle of all the action, like the York for example or the Rush Inn? How would you rate these two hotels for friendliness? cleanliness? Quality/services? Am a first timer planning a trip to dubai with fellow monger friends (not on the company expense account) and was told these hotels are right where I want to be but hard to gauge actual facilities since web sites are non existant.

Gulf News, 17 Feb 2004, page 3:[br]The Ministry of Interior is studying proposals to curb the misuse of visit visa facilities by those who are using them to reside in the UAE. Many expatriates obtain visit visas on a regular basis to reside and illegally work in the country. One of the suggestions was that the visitors should no longer be allowed to renew their visa without leaving the country for at least one to three months. "The exact minimum period of leaving the UAE before granting another visit visa will be determined by the ministry," a source from the committee said.

He said the authorities should chart out visit visa transactions in the country and implement clear rules to prevent misuse. He said the committee will also study the cases to find out whether the requirement for frequent visas are genuine or not. Labour statistics show more than 30 per cent of illegal workers caught by inspection officers are on visit visas. The sources said the committee will study the phenomenon of those staying and working in the country on a visit visa and try to solve the problem.

Officials expect the move to benefit around 400,000 workers annually. More than 500,000 employment visas are issued per annum.

I think there is a reason all these stories are hitting the paper (since the visa run plane crash); something is coming down. I've talked with several SW's I know; they're concerned. Me, I'm just paranoid.

Now, I don't believe the primary intent of any changes are to curb SW's. It's to route out the illegal construction workers, service workers, etc. They come in on a visitor's visa, find some illegal employment on some job site, some small store, small restaurant..., on the black. They're not getting a valid job; no employment visa. So, they make that out-and-back visa run, getting that next visit visa. It's just that the SW's get caught in the crossfire; what's the difference between a southwest asian making a visa run as compared to a chinese/cis SW? Same loophole.

You talk to long term expates here; the P4P scene, the way it is now, is relatively new; maybe 5 years. Nothing like it before (yes, there was some, but very discrete). How did it explode? IMHO, merely a side effect of the country turning a blind eye to all the illegal workers; at the time, they were needed. But now... Consider this: govt has put in a provision that all incoming workers should have an educational certificate (high school, I believe). Does this really make sense for the guy that walks the highway, picking up trash, or the flag waver at the highway construction site? Or the skilled artisan who left school at 12 and apprenticed with a master to learn a trade? The govt's goal is to raise the quality of the workers here. They don't want the masses anymore. Easy way - baseline educational requirement.

People say it brings in too much money to stop. Don't believe it. Sure, it brings in a lot of money. But look at BKK - who would have thought that a MIDNIGHT closing time would be put in place in "non-entertainment" areas. Nana Plaza closed at midnight? Maybe not, but it is being discussed. Why should here be different? Like Thailand, the govt here wants to bring in "quality" tourists/visitors. Gone are the days when vast hordes of expates from KSA descended on Dubai to blow off steam (amongst other bodily fluids). Most of those expates have gone home. But this would just be another side effect. I don't think the govt is saying this will be a good way to eliminate SW's. SW's are lost in the noise (500,000 employment visas/year?) But I don't think the govt will be too upset to see them go either. Yes, some owners (locals) will hurt - can you imagine Cyclone without? But what can they do - tell the govt to keep the SW's.

What worries me: statistics. 30% of your illegal worker problem solved by simply closing the recycle visa loophole. Close it and it gets closed for everyone.

Dubai will change. Maybe everything will work out OK. Certainly, the girls will simply find other countries. We'll find out in the next couple of months. It's the old chinese curse: May you live in interesting times.
