Not sure why it's not working for you if the card is issued in USA. Any Visa or MasterCard should work. You can also try with bank deposits. Check out some of the post and see if anyone had any information regarding subscription in BD. I mean is Binance not accepting your card. I can help you buy a subscription but no way to share the information with you unless you have the subscription.

I have binance account, but still couldn't use it, then used another one, but it is country specific exchange. So you won't be able to use it. May be you can try googling by "sending Bitcoin to external wallet". May be others who reside in the USA, may be able to guide you better.
