Effective on 11 June 2020 and pursuant to a letter from the Ministry of Health dated 11 June 2020, the following updated procedures and fees on COVID-19 testing, quarantine and treatment in public hospitals will be implemented on all arriving foreign passengers in Cambodia:
• Fees for foreign travelers who arrived in Cambodia, while waiting for the release of the COVID-19 test result.
Description Unit and Price.
1. Transport from airport to designated hotel or quarantine centers USD 5. 00/ person / one way.
2. COVID-19 Test (Collection and sending specimen, laboratory, and result) USD 100.00/ time / person.
3. Designated hotel or quarantine centers USD 30.00/ day / person.
4. Three meals (Breakfast, lunch, and dinner) USD 30.00/ day / person.
• Fees for 14-day quarantine at designated hotel or quarantine centers of negative COVID-19 travelers in the same flight or means of transport with a COVID-19 positive passenger.
Description Unit and Price.
1. Transport USD 5. 00/ person / one way.
2. Designated hotel or quarantine centers USD 30.00/ day / person.
3. COVID-19 Test (Collection and sending specimen, laboratory, and result) USD 100.00/ time / person.
4. Three meals (Breakfast, lunch, and dinner) USD 30.00/ day / person.
5. Laundry and cleaning services USD 15.00/ day / person.
6. Medical services (3 health staff for period of quarantine in each center) USD 6. 00/ day / person.
7. Security services (2 persons) USD 3. 00/ day / person.
• Fees for consultation and treatment of a COVID-19 positive patient in public hospitals.
Description Unit and Price.
1. Transport USD 5. 00/ person / one way.
2. COVID-19 Test (Minimum of four times) USD 100.00/ time / person.
3. Room charge in hospital USD 30.00/ day / person.
4. Treatment fee, including medicines USD 150.00 maximum / day / person.
5. Three meals (Breakfast, lunch, and dinner) USD 30.00/ day / person.
6. Laundry service USD 15.00/ day / person.
7. Emergency Will follow the existing fee tariff of the hospital.
8. Consultation and treatment of existing chronic diseases of COVID-19 patient Will follow the existing fee tariff of the hospital.
9. Cremation USD 1,500/ person.
• Health Certificate for COVID-19.
Description Unit and Price.
1. COVID-19 Test USD 100.00/ time / person.
2. Issuance of a Health Certificate USD 30.00/ time / person.
Upon arrival in Cambodia, all foreign nationals have to present their health insurance certificate with a minimum coverage of USD 50,000. 00 and deposit (by cash or credit card) of USD 3,000.00 with designated commercial banks at point of entry, where payment will be deducted for any services during the implementation of health measures. I would be tempted to risk it, even with the $3000 deposit but the kicker is that if one person on your flight tests positive then your goose is cooked. Who in there right mind would be tempted to roll that dice. Although they are providing a list of charges and fees, they hold all the cards with your $3000 deposit in their hands and if there are any extra charges what can you do about it?
These measure are totally impractical and I can't see the sense in it unless someone really needs to get into Cambodia for a long term stay to reunite with family, work or business. They are definitely not monger friendly measures.
Lets see how long it lasts because the type of folk coming in with these restrictions in place are not the 2 week millionaire type.

PNH has been very quiet the last week or more. Something like 7 arrivals and 4 departures daily. Only an idiot or very very desperate traveler would roll the dice and hope no other pax on the plane tested positive.

From Phnom Penh Post Weds May 27.
The Ministry of Health maintains that foreign travellers are allowed to enter Cambodia with a health certificate and must have at least $50,000 in health insurance. Travellers will be tested and must wait for the results from Institut Pasteur du Cambodge (IPC).
The ministry said if one or more passengers are found to be infected with Covid-19, all passengers must be sent into quarantine at a location designated by the Inter-Ministerial Committee to fight against Covid-19.
If all the passengers obtain negative laboratory results, they will be allowed to practice social distancing at home.
(My added comment) Not good news if your inward flight has an infected person on it. EVERYONE has to go to a quarantine centre.
