They'll have you follow, walking well behind them, into an adjacent housing block. Recently (this past spring) I only saw them sitting on the benches east of the intersection. Walk all the way down to the hospital. If you don's see anything, they're gone for the time being. We've been in another crack down for 1 month now, and that area gets frequently swept by police during crack downs. It's been cleaned up many times but always seems to come back later.

One more thing, I've been accosted by SWs on the last block of Xinghuo Xi Lu before reaching Chaoyanggongyuan Nan Lu. Take a look down there, esp around that last corner on the right before the street ends. I've seen them there sporadically.
