Note this ruling says nothing about harassing clients. I thought prostitution was illegal in India, how can the SC just say it isn't unless they repeal federal and state laws on the matter?

Prostitution per se was never illegal. Solicitation, Trafficking on the other hand was illegal and a punishable offence. As an illustration, if you avail the services in a brothel that itself not illegal. But if someone were to solicit or advertise a girl or a brothel, that person could be jailed. I am not sure whether availing the services are illegal are not but as far as my recollection goes indulging in a prostitute is not an offence. Read the statute long back. Hence do not remember. I remember there was some judgement on the issue of whether brothels are place of solicitation. Do recollect what the court reasoned then.
