Well from my four days experience in Padang Bai, I would not get my hopes up, at all. Fwiw, I was there on my first Bali visit for scuba 2016 . I saw nothing whatsoever to indicate there were massage girls or girls in general. If there are, it is very much on the quiet. Once you leave Sanur things get slim pickings really fast. You are in locals land and Bali girls are not p2 p. Most of the girls in the trade are from Jakarta and other Indonesian islands and work high tourist areas. I did not use any apps. If good scuba and good female service is a must have. Consider staying in Sanur and doing day trips to Lembogan and Nusa Penida area.

IMHO, if you want a better scuba diving experience (but no girls), I would strongly suggest you take a fast ferry to Lembongan and stay for a few days. Dive with World Diving Lembogan and stay for maybe three days. There are mantas, great drift dives and other diving that is vastly superior to Pandang Bai (muck diving / macro and that stuff bores me to tears). Or the Liberty Wreck / Tulamben (because of an insanely uncomfortable, 2 hour one way small van ride that spent much time on twisty mountainous roads. Big mistake, no thank you, screw that, never again.

The only good diving on Bali is all the way to Menjangan in the northwest National Park. But that is really far and only good for two days.
