Is Kuta or Sanur my best bet?

Don't worry to much, because taxi's are in abundance and cheap in Kuta and many hotels are within walking distance. I once stayed at Maxi Hotel which was fine (and very GF), but I prefer one of the beach side hotels.

Preparations for Nyepi

On 5 March (2008), the Balinese celebrate Melasti, Mekiyis or Melis, a Hindu ceremony held 3 days before Nyepi. It is meant to cleanse nature, especially the ocean and other water bodies. Divine effigies are taken out of the temples and long processions carry them to the water for bathing.
7 March (2008) is Tawur Agung Kesanga, also in preparation for Nyepi. There are purification ceremonies in all the houses and procession accompanied by gemelan music. At the main crossroad of every village, evil spirits are exorcised by setting fire to large dolls of monsters and demons, called Ogoh-Ogohs. This is also called the Balinese Carnival.

On 8 March (2008) it is finally Hari Nyepi. Daily routines and work are dropped, and Nyepi is a public holiday. Leisure activities, even sex (good grief), are not permitted. Neither is traffic – cars or pedestrians - and people stay in their homes. During this period, the Hindu majority, who practice Yoga Semedi, observe the Catur Berata Penyepian, meditation and introspection. Lights are turned down.

Nyepi is a 36 hour period where Bali is COMPLETELY shut down. Even the airport closes.

NOBODY is allowed out of their hotel or villa into the streets except for dire medical emergencies. Don't imagine you can spend the day at the beach.

You can't use lights, tv, computer, sound system, etc.

If you do transgress, pecalangs (kind of religious enforcers) will throw rocks on your roof, bang on your gate, and if you don't get with the program, they will cut your power off entirely.

If you're in a large tourist hotel, things are a little more relaxed, they serve food, most let you have the lights on and watch tv. Some don't.

If you're in a villa or accommodation where food isn't on offer, you'll need to stock up in advance.
