They know they aren't going to get a ridiculous tip from the latter, but that balances out with the fact that they might become regulars, and at least they know which one is a psychopath and which one is a good client. They will serve both groups. They each have their advantages from a business point of view.

Stadium (a national treasure, had incredible ladies on the 3rd and 4th floors), Millies was closed as well. (Maybe Crown is still a thing? Or was it closed as well?) Maybe it was the drugs like they said. Maybe it was 2 birds, 1 stone. We've also seen low end places like the train tracks torn down and closed. Long before the train tracks another low end place, Kali Jodo was shuttered. And the government closed Alexis level 7, which was amazing. Alexis was specifically targeted by the Jakarta governor and he campaigned on closing it. I think the scene is a lot more fragile than a lot of people think. Lokasari used to have 4 or 5 brothels that have all disappeared. (Although with those I don't know if they were closed by the government or not.). Dolly, once one of the largest brothel complexes in the world in Surabaya was closed. The common thread here was plain. Too much exposure. Too much attention.
The scene in Jakarta is mostly designed for locals and not foreigners. We are so incredibly fortunate that we are welcomed and avoid things like two tier foreigner pricing, denied entry or ladies reserved only for (XYZ race). I would just encourage everyone to consider Cucumber's post below.
