Can't understand what the problem is figuring out if a soapie is gaijin-friendly. Walk around or drive with your window down. If a tout tries to stop you, it's a safe bet it's friendly. If he sees your face and ignores you, don't bother trying. Simple! If you get the OK, ask the price for an hour (roku-ju pun ikura?) If you think it's too high ask for a 20% discount (ni-waribiki, wa?). You'll end up with 10.
