I think folks are sticking with what's already known and not trying anything new. By the way keep in mind that every business operating in Tsuji soapland is completely legal under Japanese law. Every major city has a designated area where these businesses are allowed to run.

You being there and doing business is not against Japanese law, its just a policy the base has put in place to protect SOFA status members. Now, if you are willing to take the risk of being caught is another issue. If you are military, civilian, or contractor and get caught in the area, the legal office on base now has the authority to take action. As military or civil service, the DoD can take punitive measures against you, if you are a contractor, that means that you will most likely have your SOFA privileges revoked and your immigration status will change. For contractors, this means you probably will be fired by the company who hired you for disobeying the SOFA policies set in place by the CG.

My advice to those who desire to venture to these places is to choose a location in a different city that has not been placed on the prohibited list; there are many of them throughout Japan.

My personal opinion though is that it is unfortunate that Tsuji is off limits because there aren't many soap areas in Japan where foreigners will be welcomed with open arms. Fukuoka, Osaka, and Tokyo are alternatives to Naha.

From how it was explained to me by a naval security forces Chief. Japanese police can only arrest you if you're already suspected of a crime or if they're working in tandem with military officials. Shore patrol can only hold you on site until military police, jag, NCIS, etc comes and takes you into custody.
