I believe shops open around 12 - I know of a few that do, and one of my favorite girls actually works the day shift.

Your odds will be much better if you go during the non-peak times. These times are anything that's not Friday or Saturday night, anytime around payday (end of the month?), or anytime around a holiday. Daytime if you can swing it is much better than nighttime.
