I wouldn't characterize most of the Chinese places. More like many of the Chinese places in Shinjuku and other places where there are touts that act more like hustlers than touts. Many Chinese places I have gone to are run by Japanese and they give you the straight stuff up front. I've always been adamant about the full cost up front and make this very clear and I have not been hassled for more in mid stream. But then, all of the Chinese places I've gone to were scouted online so they at least had a website, usually on a-side or one of the other fuzoku sites.The exception is NK where I've gone without scouting homepages, but you can negotiate very clearly there, too.
