The best NRX and Skyliners take 1. 15 to 1. 20 just to Ueno / Tokyo Stn and you may need to transfer to other services. Allow 2 hrs for immigration procedures both ways. That leaves you three hours for fun; enjoy it. Pre-planning destinations and routes will give you more time.

Same, I took the NEX recently allowing a bit over 90 minutes and it ended up getting delayed (it just said "accident" I was definitely glad I left early. Since the trains usually never leave late, I wouldn't risk cutting it close.

Of course, clearing immigration (in both directions) will subtract more time from your layover. You could visit JanJan or Happy Hinomaru pink salons and select timed options-20 minutes, 40 minutes, 60 minutes, etc. (or even more if you want).
