The providers are primarily Thai and Filipino but definitely foreigner friendly and FS (I've never not received FS and I've never asked; it was just a given). Been to Japan 4 or 5 times and when in Tokyo I like to stay in Shinjuku for action in Shinjuku or Shibuya. I've had great experiences around Dougenzaka part of Shibuya.
