If a Japanese is involved, the police will always be for the Japanese. Most owners are not Japanese that's why they are gaijin friendly. Normally places owned by Japanese owners don't want to deal with Foreigners, they only deal with Japanese people. Kabukicho and Roppongi are the places to avoid if you are looking to pay sex and you are a gaijin.
