The P4 P market in Japan is aimed primarily for the locals, and their pricing is probably fair within their "buying power". You need only moderate Japanese conversation skills to get in the door, and when you show the handlers you can have basic conversation with a girl that might open more possibilities. My Reasoning:

Although it is easy to learn basic Japanese, it is a very complex language with many cultural levels. Using the wrong level at an inappropriate time can lead to confusion and / or embarrassment for the other party. The rejection is not really based on racist grounds, it is purely they don't want to "lose face" by misinterpreting what you say. Good communication requires that the girl has an equal or better understanding of English than you do of Japanese.
