A couple of years ago I was walking around the not-so-busy sections of Ikebukuro, away from the busy lights, and was approached by a Chinese girl offering a "massage". Most esutes have no problem with foreigners as they are usually staffed by Chinese / Koreans. The places on Tokyo Pink Guide should by foreigner friendly. Obviously, if you have to call the place to make arrangements, good Japanese is needed and doesn't matter where you are from.

Sugamo,From JR Station on the Yamanote line you can exit either north or south (there are pink salons on both sides of the station). If you go out the south exit, bear left about 30 meters and you will see a small street that has a number of pink salons. There are flashing signboards and touts outside. Prices are clearly listed and there are also photos posted outside some. Several of these places actively solicit gaijin customers and their touts will approach you. I've had good luck at the first place on the right. As always, a few words of Japanese helps. I've only visited Sugamo during the day and I think prices are cheaper then. I saw one place advertising 2,000 yen but 3,000 yen is common. I like Sugamo because the pink salons are open during the day while the Shibuya establishments don't open until about 5 p.m. Also, prices are cheaper.
