Seems like a scam buddy. It costs less than MNT 20 k to catch a taxi from basically anywhere to anywhere within UB. If she'd not willing to meet up some place public on your commitment to pay her taxi money, then she isn't the real deal. Doing something like meeting up at a Tom and Toms is way you can (I) scope out if she's worth it or not, and (ii) skirt potential heavies and / or LE.
