I stayed at the Hotel Virrey http://www.Hotelelvirrey.com/ two years ago. Nice hotel with room safes even, then it was $35. A good deal even now for 80,000 cop ($41) and well located downtown. It was a "straight" hotel, even a nun staying down the hall but the bellboy said there was no problem and no charge for short term "guests" and even offered to set me up.

I don't know about places to avoid. I always seek out those places and the girls my mama warned me against. I guess you should avoid the back streets around Sta. Fe at night but I didn't have any problems late nights around the two La Piscina bars.
