World is by far the strictest i've seen when it comes to telling the girls they must be nude. Last visit I saw one girl point out to another that she had to get rid of the towel around her waist. I've also seen workers on occasion make it known to a girl who came from a shower that she had to disrobe in the main room. Only exception is when they are going to eat (outside or inside), a towel is allowed but I have seen women eat in the buff.

Oase on the other hand, there was two girls working there who wouldn't take off their towels...had everything covered up the entire time outside the room. My jaw dropped when I first visited Coliseum in Augsburg near Munich in 2007 and saw all of the women completely nude, lounging on on the round couches and platforms in all their naked glory. Based on no other criteria besides nudity how would the FKK's rank? I have experience with Oase, World, Palace, & Artemis but probably only about 1/3'rd of the ladies are actually completely naked at those places.
