I believe the issue was similar in Haiti a decade back or so when they got the international community and UN to swallow a purported absurd 20% (or whatever) HIV prevalence in the GENERAL POPULATION, and subsequently leeching a few hundred million more USD from the ever-efficiently run UN. I wholeheartedly agree. This year, I have made it a point to visit the places health organizations and the US Embassy declare high risk areas either from either a health or security standpoint. I visited Haiti and found it to be the playground of the UN and NGOs (let me tell you, they are having a blast in those night clubs with the beautiful and sexy Haitian women!).
