Very rarely a taxi will quote a fixed price before starting off or decline to go somewhere (maybe they're going off shift, or they fear bad traffic because of rain, or whatever). In such a case, I hop out and get the next taxi.
Many times a taxi has rounded down the fare when they drop me. Taxis have offered me discount when they missed a turn and had to drive on to make a you-turn.
I just felt I had to say a word for the taxi drivers. Most are cool.

You need to add 50 baht (service charge) to the meter amount. Also need to add any tolls if applicable.
2) To save the 50 baht charge, you can go to the arrival level (highest level) , and take a meter taxi that dropped off a customer.

It sounds like you got to the right place, but you NEVER pay anything to the people at the tables. I'm not sure where you were, but I've never seen anyone pay anything at the public taxi stands. You tell them where you are going, they right it on a paper, give half the paper to the driver, and give you the other half. I hope this helps. TTG

It rarely makes sense to take a taxi that is just sitting there (except at the airport example below) , or even to acknowledge their existence. You'll just waste your time and pay more than necessary. Instead, flag down (by pointing at at the ground in front of you) one that is moving with the red light on.
At the airport, departures (level 4?) is above arrivals. You can pick a taxi up there without paying the 50 baht fee, and maybe wait less as well. Just say "meter OK" and if they try to argue, move on to the next guy. Even at weird hours, it's usually pretty easy to find a more-than-willing meter-using driver. The meter usually ranges from about 180-270, plus tolls if you take the tollway (45+25?).

But this guy had a hat over the meter so I could not see it before I was at my destination. And when I ask him to turn on the meter he reply that it was on.

Hey Bionicman, Please explane more. I have only been to BKK 6 or 7 times. Each time I come out of arrival there is a group of Thais at a table and the taxi's are lined up. You pay those people at the table and they give a ticket to the taxi driver. I have tried to get a taxi and the drivers won't budge without that ticket. You mentioon that it might because we are picking up a taxi at departures. I am comming directly out the door where you pick up your luggage and head outside. Also by main level do you mean the departure level. I thought that the departure level was above the arrival level. Help me out so I can save some baht next time around.
