I don't think a lack of French (if you speak English) would be a problem in the south of France. But game would be. You list as your first requirement (of many) cheap P4P. I don't think you'll find that in Cap D'Agde. And despite the liberal attitudes there, I wouldn't count on Freebies unless you have game.
