i find this very strange. prostitution is legal in malta but loitering and running a brothel is not. you have to remember that all of these pv places, and even the massage parlors can be considered brothels. the cops will take the girls in and ask if they have been engaged in prostitution. if yes, then they will charge the owners, not the girls. the girls will probably be deported or something.
