No, that hair is intentional. Just the way the Japanese customers like it: "gal" style like the girls of Shibuya and Harajuku. In Japan, poor Japanese guys would have to pay such girls $100 just to chew their gum, but in BKK they can fuck the same style of rusty brown bouffant-coiffed girls for the same money (well, at least short time at their inflated rates). When you see such hairdos, it's a sure sign you are in a Japanese customer-centric zone. Check out the Rainbow places or even Thermae. You'll see the pattern.
