More police needs to be hired, and special squads of police (plain clothes) specialized in sex slavery to check all prostitutes (like in Denmark). Prostitution and brothels, then needs to be legalized with prostitutes being taxed. Also social workers need to be hired to check on them, and persuade them to leave the profession (job training, etc). Any brothel even suspected of mistreating the women, would be immediately closed by the police (like in Spain).
It won't eliminate prostitution, but it will certainly reduce the abuse. Will such laws be passed in prohibitionist countries (France, Sweden, Norway)? - not a chance. It would be so controversial, and expensive (extra police), that the citizens of these countries would oppose prostitution legalization!

Anybody who thinks prostitutes are victims should ask a prostitute. The answers I've heard include these: "I decided to try it for a week and earned more in one week than my father, who is his 40's, earns in 4 months" and "I earn more in one night as a prostitute than I used to earn in one month at my regular job in Romania" and "After working here (as a prostitute), it's hard to go back to a regular paycheck" because a regular paycheck is so much more time for so much less income.
