As far as Latin women go, the hot ones rarely speak good English unless: 1) you are dealing with someone very high class, or 2) you are lucky (had that happen in Medellin, but it was luck). Maybe a bit more in Costa Rica, or then again there is Puerto Rica, they speak English, but the prices are first world.
If you tell us the other qualities you want and how good the English needs to be perhaps we can help more.
BTW how good was the English in the Philippines? Was it grunting basic communication? Or could you chat, laugh and connect together?

Of course, this question could be addressed various ways, for example, (1) foreign married guys dating local women, (2) local married guys dating local women, (3) single foreign guys dating married women, etc, etc.
Based on my experience there, I nominate China, for all 3 points mentioned above.
I say China for a variety of reasons: (a) it's ingrained in the culture than men of means will sleep around, (b) many passionless marriages where they feel obligated to stay together, (c) availability of p4p (well, more in the pre-crackdown days, say, before 2008), and (d) non-pros being open to being with married men, either for compensation / support / gifts, or in some cases, they just want to experience a more mature man, or they just have physical needs and don't want to deal with a real boyfriend. Also, I've always had the impression that there's just more sex going on in China, like their desire hasn't yet been killed by "modern" ways of thinking (feminism, etc). For example, I always seem to hear more sex sounds while staying at hotels in China than in any other country. And I don't think it's just a difference of acoustics! Also the fact that I've had a lot of action there myself, including with a few married women, LOL.
My POV anyway (although my experience is mainly pre-2010). YMMV.

I've been to Brazil (a long time ago) and Philippines (recently). I really like the Latina women, but I can't imagine staying in Brazil so long again as my Portuguese is weak.

I have been a few times to Bangkok and like the services offered and prices. PSE experience including anal from the soi 24/26 soapies, fun of hanging out at gogos, finding FLs at some of the discos and having an easy choice of overnighters and busty women (even if they are fake, generally well done) at a very good price.
