No; Samar (Northern or Eastern) hasn't evolved much beyond how it was 18 years ago when I first ventured there.
You have been to Samar before so I assume you remember that in such relatively small communities foreigners stand out and conservative girls are a bit skittish about being seen with a foreigner, and especially about being seen entering a hotel with him.
Tacloban is still stressed by the typhoon; you will not find it as laid back and accommodating as it used to be. It's a different place now.

Has anyone been to Calbayog recently? Its the main city of Samar.
I was there many times in the middle ought and was not impressed. I stayed at the Eduardo Tourist hotel a few times which was the best accommodations in the city and it was barely a 1 star place. I never forget the sign in the room prohibiting the drinking of tuba in the room.
Another place towards the end of my travels was Marju Crisel a place isolated on the way to the airport. It was a decent room but it was situated in the middle of nowhere. I think I was there when it was newly opened.
Has the city evolved at all? I doubt it.
I have a few Samar girls I want to meet this April and I will most likely bring a couple to Tacloban to meet me, Tacloban 100 X more modern than anything in Samar.

For those who font like people replying with RTFF or some humorous / barber comment visit the India board, read the banners as that is a prime example. Also go to UAE board that is slowly becoming like the India. With many seniors lamenting old days.
LAT. Good FR but generally IMHO the newbs, 1-4 FRs guy never write a follow up FR they are takers not givers (again I refer to the India and UAE boards where this promise is made regularly but is never kept).

Posts: 6875Regarding me previous post. We don't want newbs asking routine / general questions on the board for a reason. They are (almost) always takers, not givers. They ask questions, get answers, and we never hear back from them. The Original Poster is one of those: 3 posts in 9 years, none of them descriptive FR's. If you want to promote this behavior, respond to him on the open board.

Westie. Good reply, as I agree too many newbs ask question without RTFF. Look at India and the slowly declining UAE board that as once excellent for the reasons why Westie replies as he did (and gets support).
