Not for a long time, adequate hotel, but the stairs up to all floors are wood, so no fire escape, but OK for what you want.

Pretty sure you can walk into a supermarket anywhere in the states, pull out cash and buy a prepaid card without using any ID. You'll lose a few bucks off the bat for the fee and then the foreign exchange fee that's going to be added when you use Agoda.

Nice hotel, sound proof may not that good, but choose a higher floor room will be better.

Its possible to have Credit Cards or Debit Cards that have online statements so no paper record sent to your home address. So open a new bank account with a secret credit card and online statements.

Use a travel agent to book your Hotel. They can get a better rate like on the internet. Pay the travel agent cash. I used to always use a Bangkok travel agent years ago in Bangkok and could pay them cash.

It really cannot be so difficult, but I have had same experience that offering to pay cash at Hotel reception, the staff are not authorised to give big discounts.

Nonetheless, there can exist some perfectly legitimate reasons why some people, in certain circumstances, would not necessarily want their credit card to be linked to a hotel reservation. Especially in Thailand. But I'm sure people worldwide have the same kinds of concerns.

So is there any way to combine the privacy of the "walk-up" with the rate of the Internet?

You can buy them in your home country and use them world-wide.

I have no idea as I have never stayed there, but why don't you just email them and ask them about their "joiner policy"?
