Hmmm. I think he means there are working girls around on the street-not necessarily actively marketing their wares. Or maybe girls that are "normal" for you as a local say different things when they are talking to westerners. There were certainly at least two girls on Khreshchatyk in 2014 that when I talked to them they made direct statements about being paid.

In Kiev there are no street hookers. You need to go to Thailand for this. At the exit of the city on the highway there are prostitutes, but you need to have a car.

I do not thin they are prohibited from approaching men, but the place is just not conducive to interactions. I was told that the area there is a bit rough at night, so I took a young taxi driver with me for the trip and I paid for him at the club as well. Was told that the sauna gets used later at night but the place and the area seemed to cater for Locals only.

Maybe the Bathhouses are in this are as well as the rents are cheaper?
