Not sure why you are so keen on non-Thai girls given you are here in Thailand. Sounds like you would never be in the right place elsewhere to try Russians. Yes it is a lot to pay when get those restrictions. It is possible to get a lot cheaper girls without the restrictions.

Very good. I used to get accused of trying to be the forum Police, and sometimes was frustrated with Moderators who seemed to have wrong emphasis (IMHO) at times.
