Just came back from Lisbon and it can be a little tricky to get it, but what I found out after an advice from a pharmacy that did not sell it was that I should go away from commercial areas and to small streets where the locals buy it. It was of course of a huge benefit that I speak fluently Portuguese. So when I got to one of the local pharmacies there were no problems at all. It's not sold OTC, here. That said, I can't see anything better than go to a pharmacy and ask for it. Some will demand a medical prescription, while others won't. It's a bit hit and miss. But you can always try to take advantage of being a foreigner and not being able to speak Portuguese. A bit of good acting may do the trick. I cannot recomend a specific pharmacy since I don't usually purchase such "goods".

Kama's advice is good. That is what I have done in the past. Several refusals, but one bingo. It was a pharmacy open late in Lisboa (maybe that helps) and I choose a time when empty. Might have been rua Morais Soares, on the northern side of the street (or rua Pascal de Melo). It was near here certainly, and a street going east west, and at least two pharmacies on opposite sides of the street, both open late.
