OK, it has been three and a half years since I was in Macau now. I used to go to Macau 3-4 times a year for 3-4 years, and have been to 9 different saunas like 18, Emperor, Rio, Sanado (closed now), East Spa, Familia Nobre, Golden Sauna, Excellent Sauna and Victoria Sauna. You are highly unlikely to find a legit Japanese girl in Macao, at least at any place open to non mandarin speakers and for anything affordable.

Honestly coming BKK / SG Macao is really a different animal. There is essentially no local scene since there aren't any locals. As someone who prefers GFE as well I can tell you the best advice is prepare to be dissapointed. It really is hit and miss as far as that goes. I can say that generally I have had better experiences with the viet girls or the lower end PRC girls with GFE.
